Alcohol-free toners are preferred by those who have oily skin because such toners clean, refresh, and moisturize skin without stripping the moisture off the skin.  Usually, alcohol content in toners dry up the moisture from oily skin and so such skin starts making more oil as a counter reaction, so it becomes a vicious circle.  Alcohol-free toners are usually mild and gently clear off impurities from the pores.
