These new mattes lip colors from Elle 18 have been so elusive; I had to hunt them down and pay so much shipping charge for these. I wish they were more easily available to our college girls. The price point is perfect and the shades I bought are perfect for me too. Take a look:

My Experience with Elle 18 Color Pops Matte Deep Pink Lipstick:
In this range, you are getting some great shades at a very cheap price for 4.3 grams of product. The amount doesn’t matter to me as I am very happy if I am on the verge of finishing a lipstick. “Deep Pink” looks lighter in the tube, though the name is deep pink.
The simplistic packaging is very nice for the price and it has an appeal to it. I am also happy that the core that was very much visible in the regular Elle 18 lipstick range is missing in the “matte” range.
Now, the color is a pretty hot pink if you coat on two layers. In one layer, it is a nice pink. It can be layered on to make it a bright pink too. I did not find it matte at all. It has a satin finish. The lipstick feels slightly waxy. It is not buttery at all. You will have to build it up well. I am happy it has not broken as yet, like all the other Elle 18 lipsticks.
The color will suit fair to medium pink or neutral skin tones. I think this will go well for your pink Indian outfits. I find that it stains, and it lasts very long time, 3-4 hours easily. It is not matte, hence it smudges too. The lipstick is not drying. The color is brighter in person, a bright pink.
