My Experience with Essence Stays No Matter What 16H Waterproof Liquid Eyeliner:
The packaging of this eyeliner is super cute and tiny. It has a sleek twist-up cap. The tube is totally leak proof. Overall, the packaging of the eyeliner is quite good and travel friendly. The applicator is simple, thin brush type. You can draw both thin and thick lines with the help of this applicator. The colour of the eyeliner is deep black or you may call it the deepest black colour.
It dries quickly and sets to the perfect matte finish. The texture of the eyeliner is thin and smooth. It glides so smoothly on the eyelids and gives a complete opaque and deep black finish in just one swipe. The eyeliner dries up completely in a minute or so. The eyeliner has some kind of an alcoholic smell 😛 which is a little bothering, but it fades away as soon as the eyeliner dries.
The company claims that this liner would last for about 16 hours, but it doesn’t stay for that long on my oily eyelids. It stays fresh and neat for about 7 hours and after that, it starts to crack and peels off slightly from the inner corner of the eye. The eyeliner is definitely waterproof and smudgeproof. It will not come off if you splash water on your face, but it can be removed easily with makeup remover.
It peels off from the lids when you rub it a bit too hard. The pigmentation is awesome. As I have already mentioned, it imparts a deep black color, but has managed to stay on my eyes for 8 hours only, so this 16-hour claim is too far fetched.

Yes to both.
Though the eyeliner did not live up to its claims completely, yet I find it to be a good, waterproof and budget eyeliner.
